I can only draw from the large number of such incidents that this is somewhere in the police general policies and procedures: 'Dogs need to be shot. If you're out on a call, and there's a dog nearby, shoot it. This particularly pertains to raids or even visits to the wrong address.'
We can be grateful that they only use the taser on the mentally challanged, old women, and children. So far.
